Abstract

The article presents major findings of the research “Participation as an ethical normative horizon in the field of public policy“, which —assuming the Habermasian assessment about modern societies and the consequent theory of dialogical ethics— interrogates participation in the field of public policy when observed from the following ambiguity: while there is a process that promotes participation, still a strategic logic prevails guiding the sphere of public policy. The research observes the main models of policies used by policy makers and policy managers, identifying critical nodes and setting up proposals that promote participatory policies based on deliberation.
