Abstract

Located within the current debate on the establishment of municipal policies in line with public policies and specific local audiences, the article analyzes and points gaps faced by municipalities offering assistance that is based on centralized and uniform policies, especially when addressing emerging issues such as diversity. The paper concludes with the proposition of a type of local heterarchical policy, nourished by the contributions of research and entitled to address the management of diversity from the concept of inclusion developed by Pierre Bourdieu and the concept of proximity developed by Emmanuel Lévinas
