Reconstruction in Arauco territory: A rights perspective challenge

Abstract

This paper presents some conclusions- recommendations for the process of reconstruction cu- rrently carried out by Arauco Territory, to face the impacts of the earthquake occurred in Chile on February 27, 2010. The disaster left this area as one of the most affected because it was located in one of the two fracture zones of the plates involved in the quake. As background to these recom- mendations, it is presented the public investment plan recently implemented by the government of president bachelet, known as Arauco Territory plan, its origin and foundations as well as a summary of its main results are discussed. The recommendations proposed by the author refer to the need to incorporate the rights perspective in the design and implementation of measures aimed to the reconstruction in the area.
