Abstract

Until the end of the 1980s, many of the Muslims living in Greek Thrace – who are European citizens – used to emigrate illegally and to seek asylum in Turkey. Studying this migration allows us to carry out a historical sociology of the Turkish nation-building process. The first part of this article describes the way Turkish migratory and asylum policies have been enforced with regard to Western Thrace. The second part deals with the issue of stateless persons and the political use of their status. The reception and conditions of stay of these people in Turkey have hinged on two official principles that are not compatible with each other: the will to keep a Turkish presence in Western Thrace, hence to dissuade the migrants from coming to Turkey; and, at the same time, the granting of noteworthy welfare benefits to these people as “foreigners of Turkish descent”.
